liblinear-dev software package provides Development libraries and header files for LIBLINEAR, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblinear-dev
liblinear-dev is installed in your system.
Make ensure the liblinear-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblinear-dev *
You will get with liblinear-dev package name, version, architecture and description in a table
